Objections were heard. SENATE SPECIAL CONCURRENT RESOLUTION NO. 3 was read the second time and was before the Joint Session on final passage. Representative Barnes rose to a point of order, citing Mason's Manual Section 112, regarding reading material without requesting the consent of the body.
